I will mention at the get-go that I don't know if this is work but if you have FireWire, or even USB, you may be able to connect the two machines up (almost as if the PC was a portable memory-stick to the laptop) and then drag and drop in Windows Explorer. You'd need to use the library as well as the application, but it may work.
Also with this method, you risk nothing as the files will all still be on the PC and you can try another way if it doesn't work.
Maybe Vista (I assume the new laptop has it?) has a program on the CD to help - I know new Macs (what I'm running) have a program to help you swap everything as you start the new computer for the first time.
