1. He had 2 copies. I asked him where he got them. A gift from a friend was his response. Is it a problem if they sell unofficial releases?

It's just rare thats all. I understand if its from a record fair, but I've never seen the record shops, especially from where I live, sell unofficial releases.

Yes. There are laws regarding the sale of unofficial pressings. I know of a few dealers who were busted over the years and their stock seized. Mainly by customs and revenue.

I do know of a few places that sell under the counter releases. On the surface they are all legit and their on display stock is all official.
  5. It was some sort of fair where different local stores come together to sell music. It’s in a small youth center. There were a lot of unofficial pressings. Early recordings, bootlegs, soundchecks, ... sometimes without any sleeve. Mostly very expensive. So all these artists never gave permission for it?

No. The recording artists have not given permission for these pressings. These are bootlegs. Often you will find that officially released albums and singles get bootlegged too. You have to keep vigilant and do your visual research to know what you are looking at with the rare items that surface. A good indicator will be the price, but often there are spelling mistakes or inconsistencies with imagery and often with vinyl the matrix imprint or messages in the run-out groove.

it's funny to think they leak their demos by themselves just to see what happens - an I think Bech clips are something similar...
