I'm gonna be straight and say that no band on earth can hope to tour 360. I don't even think U2 can repeat the act. It was too grand and too magnificent to possibly be done twice.

In other words, the initial cost of running anything remotely close to 360 is so massive that the tour would have to be long in order to offset the costs. Now I'm pretty sure 1D tickets are nowhere near the price of U2 tickets, so even if they toured with The Claw indefinitely, they would never be able to make it out of the hole.
