I've done a little research and there are a few stadiums in the nearby countries that would match the standards for a concert. Vasil Levski from Sofia has a capacity of 43.000, but Don Valley from Sheffield only had 25.000 (50.000 for concerts). This one was renovated in 2002 and should be in a good shape.
There is a five-star arena in Donetsk, Ukraine, the Donbass Arena, but it's a little far from Bucharest. It will host some of the matches from EURO 2012. I am not sure about the logistics for transporting the stage there, but it's definitely worth considering.
In Serbia we have the Red Star Stadium (Marakana), which is seven years newer than Silesian Stadium from Chorzow.
Even if there are not even rumours about any of the countries mentioned, I would bet for at least one of the three. In my opinion, Sofia has the best odds.
