Most likely yes. But it might prove itself as a continuous seller for years. This album needs to be discovered and listened through, and most U2 album have continuous sales for a long time.
Hopefully there might be another sales push for NLOTH when Songs of Ascent is (supposedly) released next winter. Remember that SoA is NLOTH part 2. They might even think about releasing SoA simultaneously in single CD format and as a double CD with NLOTH - now that could really bring NLOTH back into the public focus. On the other hand, they might not want to burden SoA with the heritage of the NLOTH disaster.
