Might have been recorded with less volume. Bootlegs usually don't sound that loud anyway.

Using a technology as ReplayGain or the itunes equivalent it should automatically correct volume at playback.
Its easy to normalize the volume yourself though. Just use a program called MP3Gain for mp3files, then the mp3 will be louder in every program, player.
