I think those examples are countrys living beyond their means more than anythink related directly to EU policies. I've done some research into Poland joining the EU and when looking at Foreign Direct Investment, GDP and unemployment, there is a sharpe improvement after they joined and they faired ok during the recession. It all seems to be down to balancing the books in terms of managing your own social policies.
