The torrent program needs to be on as well for you to seed it. With torrents, when you download, you download parts from other people who have downloaded the torrent. Then you upload what you've downloaded to other people who download it from you. The relationship between how much you've downloaded and how much you have uploaded is called "ratio". On this site, you need to have a ratio of 0,4 or better. That means that you need to upload at least four tenths of what you've downloaded.
