I listened to it on repeat last night for about an hour on my headphones while I was working on other stuff, just to have it in the back of my head. The main thing here I think is important is that Bono's voice is top quality--it's back, if you think he lost it, and it's better than the Vertigo Tour if you think his voice sounded fine then.
Just nice to get the pre-album anticipation and excitement in the form of these clips.

From what can be heard from the clip--yes--but it's clearer, closer to his ZooTV voice. I don't hear any gruffness that dominated parts of HTDAAB and the last leg of the Vertigo Tour. He's reaching for the notes, hits them, and holds them, solidly.
And a good person at Inteference cleaned up the clip yesterday so you can hear the music/vocals more clearly:
