No. Jobs are hard to find in Michigan.

I can understan that. But if you could find work, you would work, right? And then you'd pay taxes. I don't get where's slavery in that story?
You say you don't want government assistance in your education. But you don't have work and so you don't know when you'll be able to pay for collage. And so it goes around and around until one day you'll relize that:
a) you didn't go to collage
b) you don't have work

Taking government assitance, and paying taxes are too entirely separate thing, and stop implying that I'm a loser.

You work, you pay taxes, you ASSIST government with your money your whole life, so why not take government assistance for just few years?!
I'm not saying that you're loser, I know a lot of people that look for work every day and can't find any. I just think that you have wrong understandment for some things.

If you want to be dependent on governemnt, that your choice.

- Base budget (includes public transport): Around € 100 /month during 3/4 years (?). If you get a degree in 10 years you dont have to pay it back. If you are living on your own you get more (think around 200-250 euros)
- Additional loan with (very) low interest.
They want to scrap the first system now. This means no public transport (around €160/month) and no monthly budget. Around 50% of the 630 000 students have said they wouldnt study without it, since they cant afford it. Not weird if you see that books of one course can cost up to 70 euros. And there are around 10-20 courses each year.
And a possible 50% decrease in students is destructive for a country like Holland where knowledge is very important in its economy.
