If they had made a different Live Album, and saved Spanish Eyes and Sweetest Thing for Hattle And Rum as a studio only release, it would easily have been in at #4
Sure I didn't actually have it in my top 5, but I love it so much, I mess up the title as "Hattle And Run."
I just think that Joshua Tree was the defining moment of their 80's work, and deserved a live album by itself. Bono messed up the lyrics on Spanish Eyes so much, they probably should have kept it in the studio, until the Studio record was released. It would have made a Great Album:

That would've been a fine album.
Rattle and Hum is in my Top 5 too but for me it isn't quite complete enough to make the top 2. It is a damn underrated album though. There are some real gems on there but the live stuff and other bits distract too many people away from remembering the real beauty of songs such as the ones you listed.
The writing quality is definitely there, and in some ways, superior to The Joshua Tree. If like you mentioned, Rattle and Hum had some tweaks here and there, it could have surpassed The Joshua Tree quite easily in my opinion.
I think it's sad it doesn't get much recognition anymore.
