Because "Don't Leave Me Now" is part of the storyline of Pink building the wall, and his wife/girlfriend/what have you actually leaving him and him going through the desolation. It contributes to the plot of a concept album, and the sparseness of the music gives it a desolate feel.
Bring the Boys Back Home is a short track about bringing troops home from the war. Pink's dad died in the war, but other than that, I'm not seeing how that dignifies BTBBH interrupting The Wall.
