A quick overview:
Age:
4-12 Basic school
12-17 Highschool(there are 3 degrees, VMBO is the lowest, HAVO is medium and VWO is the highest degree)
17-21 MBO, HBO or University: MBO is the lowest degree, which fits VMBO-students. HBO is the medium degree which fits HAVO students and University is only for VWO students.

When you finish MBO, you can continue with HBO, when you finish HBo, you can continue with University.

I studying at a HBO school now(did HAVO), and I am in my 2nd year. When I finish this study, I can choose for a university study, and yes, when it is so far, I will be 21 or 22.
