Right now the world is getting rocked by SOI, both the method of release and the content of the album. Releasing another album now wouldn't give them any more of the spotlight because the are already front and center. I'm guessing when the physical album comes out, U2 will make their rounds doing performances for all of the famous talk shows; SNL, Late Night, GMA, etc. U2 knows how to promote an album, so expect to see them on TV for a while.
When the new tour kicks off, us hardcore U2 fans will obviously be glued to it, but ultimately their overall impact outside of the U2 camp will drop. This is unavoidable because they will be focusing on gigs and not so much on public appearances. This is the ideal time to release the next album. If SOE is as strong as SOI, it'll put the spotlight right back on them. It won't be as shocking as their surprise album showing up on itunes, but it'll put them back on the radar as a group releasing a new work.
Knowing U2, they will want to spend at least a couple months after the physical release of SOI to promote it in ways they know how. Knowing that, it does seem pretty likely that they will start their full-on tour in Spring/Summer of 2015. Also, I know that historically U2 has never done festivals with Glastonbury being the only exception, but assuming their intention is to be performing in Europe over the summer and given that we don't know anything at all about the tour at this point, is it possible that U2 might change their game plan and start off with festivals?
