Yes it's completely allowed to do so. U2.com just says that the Dutch Ticketmaster system wouldn't allow you to do it, but that proved not to be the case earlier. So just go ahead and purchase 1 for each show

Well, the "one" is an odd number and "two" is an even number...and the pairing of shows suggest it'll be a two-night experience. This is U2, not Bruce Springsteen or Pearl Jam. But that doesn't mean GA can't sell out within pre-sale, that's what I meant. Sometimes that happens/happened, but then there were new GA's available in general sale.
