Unless...
...this show is not about the songs and they're actually trying to tell a story.
If that's the case then it makes perfect sense that they can't seem to find it a place.
I believe that they don't care that much about the "risk", they care about their story. Miracle Drug fits perfectly in the encore, between Stephen Hawking's speech and the HIV-themed Streets. That's why it's there, not because it sounds good or because people -either casuals or die-hards - would like it.
Troubles is the transition between blaming other people (the whole first half and the second up until Bono justifies himself to his younger self) to understanding that actually "the trouble is you"... that fits where they originally intended, but musically it falls flat in that moment... so it's not that easy to experiment with the spots (definitely not the closer, that's not how their story seems to end).
Or probably they're not telling any story and they're just being lazy and obtuse.

Look at the guitar near edge's amps, A white fender, Miracle is done with a brown gretch, Vertigo/California is with a tan squire, out of control is with the classic Explorer in cluding I Will Follow, Electric Co is a les pual. What song are they playing??? It is just speculation
