Mostly. But there are many different stages of "completion" for U2. They could have completed all the songwriting, or might be giving the final touches to the basic structure of the songs [this is my choice], or might be finishing the proper final recordings, or might be completing all the producing and mixing.
I do not think they've gone past stage 2. Stage 3 would be good since there would be just mixing left, but we already know mixing and producing is the stage where U2 take up the most time (and fuck it up more usually). So I'm definitely cautious about this.

Definitely think we'll be hearing the album this Fall, or late Summer. Tour starting again this year though? Doubtful.
