Maybe the local residents have requested/demanded it in the hope it helps against the hassle from lots of people queueing right inf front of their doorsteps. Houses are literally next to the gates of Croke Park. In 2009 after the 360 shows the local residents even blocked the U2 trucks to leave to the next gigs.

I guess so, unless Police blocks the streets, and only residents can get in and out. It says on the TM site that queuing is forbidden ("No queuing will be permitted prior to gates opening." )
