That's probably to say something like a 'Device Interruption or Conflict'. Basically there's a problem with the file system (which can happen if a bad file was copied to it) and needs a good format (like you would a flash drive) - so My Computer > right-click iPod if it shows up and then choose Format for FAT32. That should clear it and allow iTunes to reset and restore it. Otherwise check out Rockbox (www.rockbox.org) if you can indeed get the computer and Windows to recognize it. You don't need iTunes that way - and use it like a normal USB device.
If it's a screen-based iPod hold the centre button and Menu, then hold centre and the Previous buttons. A menu should pop up, choose Manual if it asks you to and then find Disk Mode. Hook it up via USB and see if it's recognised then. If not, it's likely a dud and why you found it.
You might also want to try a different USB port. What version of Windows are you running as well - early versions like 98 and 98se didn't have USB drivers, so you need to find those and install them. They should be available on Microsoft's site (microsoft.com). If it's not the one pictured above give it a whack on the back if even Disk Mode doesn't happen to work. This can sometimes knock it back into place and get it to be recognised (as I did several times with my old photo one).
