Oh I completely agree- but they didn't open the doors at Soldier Field until 5:45. The band was soundchecking all the way up til about 5PM. Had Dallas waited until a lot of people were already there, like it showed in that video (or so it seemed), it might have bothered me a bit. Doing it right before/after the sound check wouldn't phase me; that's what that's for. And I didn't stand around outside waiting to hear soundcheck, because I wanted all those surprises. I just happened upon it on my way up to the stadium.

Is this normal?

Check to see if the other strings are all in tune also (i'm sure you've done this), if they are, it could be the intonation. Play an open G, and tune it to when it says it's in tune on the M13, then play the G string on the 12th fret, which is the same note, just an octave higher. If it says it's out of tune, than the intonation is off. If it says it's in tune, then I don't know what's up lol. Could be your ears playing tricks on you, could be a dead string (shouldn't effect tune though), but yeah. that's weird.
