Your logic is not fool proof. There have been 'albanians' in albania and kosovo for centuries. The whole problem there is that borders have been drawn in the past that did not 'fit' the population. That is why there is tension.
But the problem you sketch is correct. I dont see the need for every population needing a separate country. Especially since we are now all united in the same union
