For a fan club release, where the fans have voted for the 22 tracks they would like to see exclusively on CD, it does seem a little strange to simply release all 46 tracks. To release a select few tracks that missed out on the CD would be fine I guess but to release all of them, allowing fans to recreate the setlist the voted for therefore undermining the result of the general U2 subscribers vote isn't fine in my opinion.

It's just a guess at the 'surprise' and wishful thinking really, but it would make sense too. Look at how they extended the voting time, are they making it up as they go along? Bono always wants the tours to have as many new songs put out in the popular consciousness and making all 46 available would help achieve that. Plus it wouldn't take much effort on U2's part to make the extra tracks available as downloads. The voting was productive from their point of view as they got some feedback (no pun intended) from their fans and some buzz going among the fan base and recovered goodwill after the Duals debacle, plus additional subscribers no doubt. They have to give subscribers a physical artefact and could only put a limited number of tracks on cd, so some selection process was necessary. Anyway, it's just a guess at the 'surprise'. Does anyone have an idea or guess at what the surprise could be?
