I think anything less than 4 songs (2 from each album) would be a disappointment for fans who have had no tour for 9 years and 2 albums. Insufficient tracks from I/E on a tour centred on JT would leave them wide open to accusations of having become a nostalgia act

Saitama 2006 they had to alter the stadium stage to fit.
If you look at videos of the Saitama shows, the main stage is much lower than the Other stadium shows of that tour.

Saitama isn't a very wide field, it may only just squeeze that JT screen in there. It's possible that they had to modify some of the stage, that is actually wider than the screen.
