I'd say on the iPod it installs. Pretty much all you do is double-click that .ipsw file, iTunes verifies the .ipsw, extracts the .com files inside and then starts installing the operating system for you. Make sure it is for the 3G nano you got from the website - I get all my firmwares from that site.
You could try holding the Menu and Centre button together until the iPod restarts. When that happens, immediately hold the Fast Forward and Rewind buttons and choose Manual > Disk Mode.
Either that or plug it in, leave it alone for a good 12 hours and see what happens. Usually the battery after five months does run out. If you can't get it to do anything, can you get Apple to do something with it?
