The only reason the U.S. works, is becuase when we started we where small. As we grew in size, the new parts gained the culture of the old ones.

Create such a Treaty all countries are comfortable with and go ahead. Lisbon can't really work if it's not the same for all countries. Ireland has got some exceptions, Czech Republic is asking for some before the President signs it and now the wanker who happens to be our Prime Minister wants to get some exceptions, too.
