Its only a few shows in and they have done it only once but theres no excuse for identical setlists on consecutive nights in the same city- they know that their hardcore fans will go to multiple nights.

In principle I agree with you: have at least one rotational for the hardcore fan, but preferably two. This will arguably contribute to a more happy & excited vibe on the various fan-boards around the world. And so contribute to a better received tour!
However: at this point, after Cologne 1&2, I'm willing to give them credit for the fact that they are rebooting the tour. We never know what Cologne 1 would have looked like when Berlin 2 went ahead as planned.
I too can not imagine they will play exactly this set night after night for the remainder of this tour. The fact that they are rehearsing TUF does give hope - and it will be fun to see where it fits in.
I don't think TUF is a candidate for taking the place of EBTTRT, although this seems to be the designated slot for rotation - if only because Desire already proved to be fitting for this slot as well. And it might even return...
But the truth is that this show is tight. Very tight. And compared to both the 2015 i+e and the JT2017 Tour, this show is also about 10 to 15 minutes shorter (perhaps even more when you start counting after the first notes of Blackout). I'm not sure whether this has to do with stamina, or with the concept - or even with the trend that nowadays also movies have become shorter compared to say, five years ago.
This is not an excuse, it's just how this tour is designed and I don't think there will be any songs added.
So there isn't much room for rotational songs to start with. Apart from the EBTTRT/Desire slot, I can only think of Red Flag Day (but PLEASE keep this song in the set!) as a serious contender for change (again: like they did in the States). Another rotational possibility is Summer Of Love. Here too the US song (SATS) might return.
Back to TUF, breaking up The Ocean/Iris/Cedarwood Road/SBS/UTEOTW seems unlikely. And neither do I think that TUF will be placed in the encore. For instance before, or after One (as I have explained above regarding the tightness of the show). Also the brand new New Year's Day with the EU flag seems just as solid as American Soul was in the US. Replacing - or rotating! - COBL with TUF might work, but I don't see it happening either. And yet this seems to me the only feasible option for The Unforgettable Fire.
