Comes back to that 'rude' ( to some around here) word i keep using 'relevance' in our part of the world and the neglect from the band for the past decade! Out of mind out of sight. The non announcement has even our tight sources like u2Songs and Remy here completely thrown by it and they have been all over every detail about this tour for months now , its a worry , a REAL worry!
But I have faith that a stadium tour showcasing the Joshua Tree will be a financial success. 360 was a success on the back of a commercially weak album (no doubt helped by the CLAW). There are plenty of older fans, who grew up following U2. Many of these fans, in their 40's & 50's, now have much higher disposable incomes! After an 9 year absence, I could have seen many of these fans going to IE/EI, I'm sure they'll love to relive the Joshua Tree.
As to your other point. I'm sure not all of U2Songs sources have gone quiet. I'm sure they had some idea what was (not) happening today But to their credit, as they've always shown to be, they are very conservative & don't release every little word they hear. Hell, even I had heard whisperings before it became obvious there would be no announcement, & I don't have any sources anymore.
